Library Regulations
Please note, in addition to these regulations, use of the Rockingham Regional Campus Community Library and its resources is also subject to such policies and procedures as decided by the Library Policy Advisory Committee.

Subject to these regulations and any policies as agreed by the Library Policy Advisory Committee, the following people are entitled to use the Library:
3. Opening Hours
The opening hours of the Library will vary from time to time. They will be determined by the Library Policy Advisory Committee in consultation with the Campus Librarian and displayed at the entrance to the Library and posted on the Library’s web page.
4. Membership
4.1 Every person wishing to borrow any Library resources must present a valid student, staff or borrowers’ card.
4.2 If a card issued by the Library is lost, the loss must be reported to Library staff. A replacement card will be issued on payment of a fee.
5. Conduct of Library Users
5.1 Everyone using the Library must have due regard to the right of others using the Library and must not take any action that is likely to cause damage to any Library resources.
5.2 Any person who, in the opinion of the Campus Librarian or Officer in Charge, seriously inconveniences other library users or causes damage in the Library may be excluded from the Library for a period determined by the Campus Librarian and required to make good any damage.
5.2 No one may smoke in the Library or within three metres of a Library access point.
5.3 Consumption of food and drink should be limited to areas specifically set aside for these purposes.
5.4 Persons leaving the Library may be required to present for inspection any materials and bags that could contain Library resources.
5.5 Reservation of seats or desks is not permitted in the public areas.
5.6 Articles left unattended for more than 30 minutes or at closing time will be placed in lost property.
5.7 Murdoch University, Challenger TAFE and the City of Rockingham take no responsibility for personal belongings in the Library.
5.8 All use and copying of library resources must comply with Australian Copyright Law and any contracts entered into by the Library.
6. Internet Use
6.1 The Internet is an open and uncensored world wide network of information. The Library is not responsible for the quality, accuracy, legality, security or type of information accessed via the Internet.
6.2 Parents and Guardians must assume responsibility for their children's use of the Internet and must accompany their children if they want to monitor Internet information access.
6.3 The Library’s computing and networking facilities must not be used for accessing or transmitting objectionable material which should be taken to include matters of sex, drug misuse or addiction, crime, cruelty, violence or revolting or abhorrent phenomena.
6.4 The Internet must not be used for illegal, commercial or unethical purposes. It must not be used to distribute junk mail, chain letters, participate in pyramid schemes or conduct commercial activities.
6.5 No person may use their own software programs or CD ROMs on the library computers.
6.6 The Library reserves the right to limit, restrict, or suspend access to its computing and networking facilities
6.7 The Library reserves the right to periodically check and monitor the use of computing and networking facilities.
6.8 Users of the Library’s computing and networking facilities are also subject to applicable laws and the Internet use policies of the City of Rockingham, Challenger TAFE and Murdoch University.
7. Borrowing Library Resources
7.1 No person may remove items from the Library without a proper loan record having been made.
7.2 There are limits on the number of items that can be borrowed at any one time. These are determined by the Library Policy Advisory Committee in consultation with the Campus Librarian.
7.3 Loan periods vary depending on the category of borrower and the item being loaned. Items may be recalled at any time providing that at least one week of the loan period has lapsed. Recalled items must be returned within one week of the date of recall.
7.4 The loan period for a borrowed item may be extended on application provided there is no outstanding request for that item by another Library borrower.
7.5 Borrowers are responsible for the safekeeping and return of all Library resources on loan to them.
7.6 In the event of loss, damage or non-return of any borrowed item, the borrower may be required to pay the cost of repair or replacement of the item and in addition, a fine, as determined by the Library Policy Advisory Committee may be levied. The borrower may still be liable to the fine if the item is returned after an account has been raised.
8. Restrictions on Access to Library Resources.
8.1 Some collections and other Library materials are not available for loan outside the Library except with the express permission of the Campus Librarian or Officer in Charge. These include, but are not limited to, reference items and periodicals marked “not for loan”.
8.2 Materials required for units or courses of study and likely to be in heavy demand may be placed in the Reserve section of the Library and may be borrowed for a limited time.
8.3 Access to some resources is restricted to some Library users. These include online databases where commercial contract restrictions place limits on the users eligible to use these resources and specialist teaching resources.
This policy was approved and endorsed by the Library Policy Advisory Committee on 20th May 2003 and was updated in August 2008. It is subject to amendment without notice.
